Job Description

 

This position will review, evaluate, audit, and will assist Terminal Manager and/or Supervisors provide all required safety training. Will participate in safety meetings and job briefings with supervisors and team members while on site. The Site Safety Coordinator will assure all required environmental, health, safety and security activities for terminal are accomplished as required by regulatory, WATCO and/or Customer policy requirements. The Site Safety Coordinator will conduct walkthrough inspections, audits, task evaluations, training, briefings, and reporting of performance measures. The heart of this position is to identify and integrate proper, safe work procedures, cultivate proper attitudes in a production atmosphere without jeopardizing team members or minimizing safety in the various workplace job sites. This position shall use a hands-on approach to help assure organizational compliance of applicable OSHA and EPA federal, state, local and corporate safety, health, and environmental regulatory requirements. This position will evaluate, identify, and assure that the plant operations follow and adhere to proven and standardized customer safety procedures, policies and rules by all assigned team members, visitors, and contractors. This position will perform regular site audits, SAFE Observations and Efficiency testing, identifying poor work procedures, poor safety work behavior and develop remedial actions in coordination with the Terminal Manager, Supervisor and Safety Director.

 

The Site Safety Coordinator will cultivate a relationship with all Watco Team members, so they feel comfortable bringing up any concerns or potential issues they feel is a potential safety hazard. Both the customer and Watco has the expectation that the Site Safety Coordinator will respond to all incidents and or accidents involving a property damage and/or injury to any Watco Personnel. Though there is no requirement to reside within close proximity of the facility there is the expectation that the Site  Safety Coordinator will reside within a reasonable distance of the facility.

 

Job Requirements

 

  • An associate degree or bachelor’s degree in industrial safety, industrial hygiene or related discipline is preferred or a minimum of 3 years of EHS experience.
  • Must be skilled and knowledgeable in hazard and exposure identification, auditing and inspections; conducting EHS training; and InfoRail Reporting Systems, OSHA 300 and internal record-keeping, and related governmental reporting requirements.
  • A solid, demonstrable working knowledge of OSHA, EPA, Federal, State and local regulatory compliance requirements.
  • Able to effectively communicate with team members
  • Ability to stay focused on goals, responsibilities and developing trend analysis process to help guide safety accident/injury elimination goals
  • Able to provide clear, effective written and oral communication to fellow team members and leadership • Must be able to deal with potential injury and incidents as the plant EHS Coordinator and to interact with internal and external regulatory agencies, customers, visitors on a professional basis.
  • Be able to determine root causes by using thorough and proven investigation techniques, and then provide findings that are concise, accurate and timely.
  • Must be able to use the Microsoft suite of tools including Power Point, Excel, Word, etc.
  • Must be a Team player and able to interact effectively with all team members and senior leadership.
  • Must have a demonstrated good work ethic and lead by example in meeting schedules, appointments and timelines.
  • Must possess a valid driver license with a clear record
  • Ability to work in an outdoor environment and be able to climb 20 foot ladders multiple times.

 

Communication

  • E-mail should be checked multiple times when working and have business phone synced to email account if needed during off days.
  • Participate in daily meetings with Terminal Management to ensure daily priorities are consistent with business needs.
  • Participate in the weekly Safety Department calls; normal schedule every other Friday at 10:00 am CST, Weekly Safety Staff calls on Wednesdays at 1:00 pm CST, and Division B and E weekly calls all of which are a Teams format.
  • Work with Shift Supervisors to attend pre-shift job briefings for both day and night shifts periodically
  • Site Safety Manager is expected to keep business phone available for  weekend/evening response.
  • Provide month end Path Forward updates to Terminal Manager and Director of Safety.
  • P-card reconciliation is required to be completed weekly no later than each Monday by noon.

 

Attendance

  • This site is operated 24/7. General working hours for the Site Safety Coordinator are  0700-1600.
  • Site Safety Coordinator is expected to maintain flexibility in order to support the needs of the facility.
  • If Site Safety Coordinator cannot report to work, they must notify the Terminal Manager immediately via phone call. If the Terminal Manager is unavailable to be reached, notify site Trainmaster.
  • Vacation request shall be made through a calendar invite to both Watco Tioga Facility Management and cc’d to Don Latimer, Director of Safety. Vacation dates shall also be recorded on the Don’s Staff Teams Spreadsheet.
  • Failure to notify in a timely manner will be considered "unexcused".
  • Unexcused absences will be cause for appropriate administrative  actions such as disciplinary actions.

 

Safety

  • Support a culture of interdependence by encouraging team member participation in the facility TS&IC group, safety  meetings, and job briefings.
  • Regularly meet with Supervisors to ensure team member training is current.
  • Site Safety Coordinator must ensure the safety of our team by verifying safe  operations and supporting a safety-first culture through being present in the field during operations and discussing issues and/or concerns with the team while in the field.
  • If an unsafe act is observed, the Site Safety Coordinator should act responsibly and act under the Stop Work Obligation Program,  by stopping an unsafe act or addressing an unsafe condition that has the potential to result in an immediate incident or injury.
  • The Facility Manager shall be notified of any exercised Stop Work Obligation and the measures implemented to mitigate the identified issues and/or concerns.
  • Incidents, injuries, and Near Misses must be reported as soon as safely possible. Site Safety Coordinator must notify terminal management and Don Latimer, Director of Safety.
  • Monthly Path Forward information uploaded to SharePoint.
  • Maintain Safety Training Matrix and provide updates at least monthly on  required upcoming training to include but not limited to the following: Hazmat General Awareness Training, Equipment Operator Qualifications, Facility Management annual refreshers and General Safety Refresher training.
  • Maintain Process Safety Management (PSM) applicable elements for the Watco personnel which includes but not limited to; inspections, training and all related required documentation to maintain compliance with applicable PSM and Hess Corporation requirements. 

 

Service

  • Maintain proactive and open communication with the customer through meetings and emails to ensure customer's expectations are being met or exceeded, all communication with customer shall have Daniel Harkness cc’d.
  • Attend customer meetings and conference calls as requested.
     

Field Support

  • Safety will provide field support with the following minimum time met:
  • Observation of crude loading team once per week for a minimum  of one set (from spot to spot)
  • Observation of NGL tank car connection, disconnection and in­ process loading by NGL loading team once per week.
  • Completion of site walk checklist weekly, and findings shared with WATCO Tioga Facility Management and customer.
  • Three Efficiency Tests should be conducted weekly to ensure team is complying with standard operating procedures and/or safe work practices.
  • Safety should coach and mentor any team members who are observed deviating from policy or procedure.
  • Log Watco Team Members Good Catches into customer reporting system and into Velocity EHS reporting software. Discuss nominees for recognition based on quality of information and mitigation efforts exercised by the team member that submitted.
  • Use coaching methods to recognize and praise team members who go beyond the normal scope of assigned duties to work safely and efficiently.

 

Problem Solving

  • Seek safe solutions to team member concerns, following up regularly with  the team when their concerns are voiced.

 

Training

  • Site Safety Coordinator will ensure safety training and associated recordkeeping  is maintained for the team.
  • No team member will begin training until they  have completed the Onboarding Checklist applicable for their team members' job task – coordinate with Facility Management.
  • Site-Site Safety Coordinator will maintain training matrix as tracking for all training records. The training matrix is kept electronically as part of the Path Forward documentation.
  • Site-Site Safety Coordinator will review on a monthly basis team member’s SOP qualification binder as dual verification that continual training and observations are being conducted by the Supervisors for their team members.
  • Site-Site Safety Coordinator shall provide on a monthly basis a list of any upcoming training and/or qualifications that are due during the upcoming month to Facility Management.

  • It goes without saying that the Site-Site Safety Coordinator position is one that requires the utmost integrity and positivity toward the operations and all personnel that work at the facility including customer’s employees and our team members alike.
