Description
Directs, administers and oversees all the activities of the Mechanical Department on a local level. Oversees the support of policies, goals and objectives established by the Regional Mechanical Director by performing the following duties personally or through subordinates.
Essential Duties and Responsibilities
- Directs the preparation of short-term and long-range shop and / or location utilization to achieve the area goals set forth by the Regional Director.
- Oversees budget conformance and expense regulation insuring maximum cost effectiveness while continually improving fleet reliability .
- Develops performance goals and baseline performance measurements within their areas of interest to achieve or exceed quality standards set both on the Corporate and Regional levels.
- Anticipates, prevents and corrects various operations to address changing line traffic and environmental landscapes.
- Initiates improvement of all operations insuring long-term reliability through personal and report monitoring.
- Guides and directs subordinates, both exempt and hourly, instilling pride, personal development, team production and promotion of the organization's products and services.
- Creates the atmosphere and the processes necessary to manage their organization's current activities and its’ projected growth.
- Will be held accountable for establishing policies to ensure all subordinates develop in a manner to enhance not only their own field of operation but to position the Company for its’ continued growth based on succession.
- Familiar with and able to utilize authorized procedures to promote communication and adequate information flow within the organization. Remains current with the latest OEM recommendations and implements the means to relay such data as required for efficient repairs.
- Evaluates the results of their local operations regularly and systematically. Incumbent will be held accountable to be aware of all issues and matters within their area as they pertain to local performance and fleet reliability.
- Ensures that the responsibilities, authorities, and accountability of all subordinates are defined, understood and followed. The incumbent will make the safe operation of their facility paramount. The incumbent is authorized to utilize all tools sanctioned by Corporate Policy, Mechanical Department Rules and common sense guidelines, up to and including administering discipline.
- Ensures that all organization activities and operations are carried out in compliance with local, state, and federal regulations and laws governing their operation. This includes, but not limited to all areas which could negatively impact Watco, by name or reputation, adhering to Federal and State labor and environmental issues.

Supervisory Responsibilities
- Manages subordinates, directly and indirectly, including fixed base and mobile operations. Is responsible for the overall direction, coordination, and evaluation of their area. Carries out supervisory responsibilities in accordance with the organization's policies and applicable local, state and Federal law. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing overall facility work loads / flow; performance appraisals; discipline; addressing complaints and resolving problems.
Qualifications

Demonstrated ability to technically troubleshoot locomotive failures over the phone as well as in person. Must have the ability to guide and direct others in the repair and service process on EMD locomotives both over the phone as well as in person.
- In addition, well versed in two of the four other disciplines: Elect / Mechanical, Unit Rebuild, Air Brake, Design.
Education and Experience
- Higher education or university program certificate desirable; five years related experience / training or equivalent combination of education and experience.
Language and Support Skills
- Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, and governmental regulations. Ability to write reports, business correspondence, and procedural instructions when required.
- Ability to effectively present information and respond to questions from managers, clients, customers, and the general public.
- Must be computer literate with minimum requirement proficient in Microsoft Office and able to operate Company E mail systems.
Mathmatical Skills
- Ability to work with mathematical concepts such cost analysis, and fundamentals business practices as applied to local cost effectiveness and ROI.
- Able to apply concepts such as fractions, percentages, ratios, and proportions to practical situations.
Reasoning Ability
- Ability to define problems, collect data, establish facts, and draw valid conclusions.
- Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.
